Background
My work started in telecommunications engineering and extended, over 25 years, into business management, public administration and philosophy. The engineering degree from UPC BarcelonaTech was followed by an MBA at HEC Montréal, an executive master's at EADA, and a Master's in Philosophy at the Universitat Oberta de Catalunya in 2025, with a thesis on human autonomy and urban digital twins. In addition to that, I held executive roles in telecommunications, media, information technology, public administration and e-health, leading business units of 50 to 100 million euros.
AI governance has been the center of my work since 2020. I was a member of the Andorran delegation that negotiated the Council of Europe Framework Convention on Artificial Intelligence (CETS No. 225), and Andorra's national representative in the UNESCO process that produced the Recommendation on the Ethics of Artificial Intelligence. Between 2024 and 2025, I was an elected member of the Bureau of the Committee on Artificial Intelligence. Since January 2026, I have provided independent expert advice to the Council of Europe's CDNET, with contributions to the HUDERIA methodology, including co-authorship of the feasibility study for the HUDERIA-COBRA online tool.
My independent practice applies this experience to public institutions and companies: governance frameworks aligned with ISO/IEC 42001, risk and impact assessments, and the mapping of several regulatory regimes onto one evidence base. Moreover, I teach Philosophy of Technology at eUniv European University, where the course examines technical systems, human autonomy and the social consequences of computational design.
